INVITATION TO BID
for
Airport Improvements

To Include:  “Construction of Airport Terminal Facility at the Knox County Regional Airport, Owls Head, Maine.”
  
Sealed bids for Airport Improvements at the Knox County Regional Airport will be received by the County Administrator at the Knox County Courthouse, 62 Union Street, Rockland, Maine, on Thursday, December 3, 2009 at 1:00 p.m. local time, at which time and place all bids will be publicly opened and read aloud.  Please note that the date was changed from Tuesday, November 24, 2009. Bids submitted after this time will not be accepted.  Bids must be submitted in a sealed envelope clearly marked "Airport Improvements, Construction of Airport Terminal Facility, Knox County Regional Airport, Owls Head, Maine, AIP Project No. 3-23-0042-30.

The proposed work may include, but is not necessarily limited to:  Demolition of existing airport hangar and other airport buildings, construction of new 10,000+/- S.F. airport terminal building, parking lot and site improvements, excavation, grading, gravel subbase and base courses, drainage improvements, standard and porous asphalt pavement, geothermal well field, site lighting, overhead and underground utilities, pavement markings, signage, topsoiling, seeding, and incidental related work.

Prospective bidders are strongly encouraged to attend a pre-bid project information meeting scheduled for Monday, November 16, 2009 at 1:00 p.m. local time at the Airport Managers office located at the Knox County Regional Airport, 5 Airport Road, Owls Head, Maine.

Copies of the above documents may be obtained from the office of Stantec Consulting Services, Inc., 22 Free Street, Portland, Maine  04101, upon receiving a non-refundable payment of One Hundred Dollars ($100.00) per set, including postage.  Partial sets, separate drawings or individual sections of the documents will not be distributed.  Checks shall be made payable to the “Knox County Commission”.

Bid security in the amount of at least five percent (5%) of the total bid must be submitted with the Bid.  The bid security may be either a certified check or a proposal guaranty bond executed by a surety company authorized to do business in the State of Maine.  Bid security shall be made payable to the Knox County Regional Airport.  Late bids, unsigned bids, facsimile bids, or bids submitted without security will not be considered.
The successful bidder must furnish a 5 percent Maintenance Bond, a 100 percent Performance Bond, and a 100 percent Labor and Materials Payment Bond, and begin execution of this contract within five (5) calendar days following the Notice to Proceed.

Construction under this contract will be funded by Federal Grant under the Airport Improvement Program (AIP) and will be subject to all applicable requirements of the U.S. Department of Transportation / Federal Aviation Administration and the Maine Department of Transportation.  Award of all contracts will be contingent upon receipt of Federal funding under the AIP.

Wages paid to employees must comply with the minimum established by U.S. Department of labor Wage Determination and CH 149, § 26-27D, M.G.L.  The contractor must comply with the Davis-Bacon Act, Anti-Kickback Act, the Occupational Safety and Health Act, the Contract Work Hours and Safety Standard Act, Title VI of the Civil Rights Act of 1964 and Executive Order 11246.

The Knox County Regional Airport has an approved Disadvantaged Business Enterprise (DBE) program for Airport Improvement projects which the successful bidder must comply with, the specific goals for this job being listed within the contract documents.

The Knox County Regional Airport reserves the right to reject any and all proposals, to waive any technical or legal deficiencies, and to accept any bid that it may deem to be in the best interest of the Knox County and the Knox County Regional Airport.
