Funding Formula
At the county commissioners meeting held on Tuesday, September 26, 2000, the Board of County Commissioners reviewed a number of options to help them determine a funding formula to assess fees for the services provided by the Knox Regional Communications Center. Up for consideration was whether or not to assess financial support from municipalities based on population, valuation, or a combination of both.
After a great deal of thought and discussion, the Board of County Commissioners voted unanimously to assess fees for the operations of the Knox Regional Communications Center based 100% on population, with the belief that population drives the number of calls placed to the center. Future assessments may included a combination of users fees as well as a base rate based on population.
Meetings in Camden and Thomaston were held in October and November of the year 2000 to discuss this in further detail with area municipal officials.
Municipalities decided what portions of dispatching they wanted the county to provide once the enhanced-911 system became operational in April 2001. Camden officials requested that the county transfer law enforcement calls to a dispatch center that they wished to maintain in Camden. However, the county stilldispatches all other fire and EMS calls for Camden. As a result, the funding formula was amended to charge Camden 25% of the fee assessed for law enforcement dispatching to the town as a PSAP fee for transfering the call.
On March 7, 2001 the board of county commissioners finalized the communications funding formula.
